Regulation Status

• Zimbabwe has no comprehensive, binding AI-specific law in force; it is at the strategy and policy-development stage, with dedicated AI legislation under preparation.
• Zimbabwe approved its first National AI Strategy for 2026–2030 (revealed October 2025), aiming to harness AI's economic potential while responsibly managing its social and workforce impacts, positioned within the country's broader ICT Architecture and National ICT Policy.
• Government work on AI governance has advanced through ICT Minister Tatenda Mavetera's plans (announced July 2024) to establish a security centre to monitor and regulate AI activities amid national-security concerns, alongside development of an AI policy to create a safe operating environment.
• Parliament has pushed for AI-specific legislation, with Speaker Jacob Mudenda calling for AI-promoting laws (January 2024) and, in October 2025, reporting that Zimbabwe is actively developing AI legislation in line with global trends, including collaboration with the University of Zimbabwe and Bindura University of Science Education.
