Regulation Status

• Uzbekistan has enacted a binding AI law: President Mirziyoyev signed Law No. ZRU-1115 in January 2026, amending the Law On Informatization to establish a legal framework for AI, mandating human oversight in decisions affecting rights and freedoms, prohibiting legally binding decisions based solely on AI, and imposing administrative fines (roughly $1,635 to $3,270) for unlawful data processing.
• Uzbekistan therefore has a binding AI-specific framework in force via amendments to its informatization law, supplemented by an emerging ethics regime.
• The law followed legislative passage through the Legislative Chamber (April and August 2025) and Senate approval (November 2025), defining AI and setting state-policy priorities and the authorized body's responsibilities.
• Supporting measures include a 2021 resolution creating a special regime for AI experimentation and a 2025 Ministry of Digital Technologies consultation on AI ethics rules tied to the Strategy for AI Development until 2030.
