Regulation Status

• Uruguay has no comprehensive, binding AI-specific law; it relies on strategy-level recommendations and international commitments rather than a dedicated national AI statute.
• As part of its national AI strategy, Uruguay's e-government agency Agesic issued recommendations for regulating AI (2024), proposing standards for AI development, use and acquisition in the public sector and strengthening Agesic's competencies on AI and data.
• Uruguay is active in regional and international AI governance, signing the 2024 Cartagena Declaration on AI governance, adopting the Montevideo Declaration (2024), joining EU-Latin America regulatory dialogue, and becoming the first Latin American country to sign the Council of Europe's Framework Convention on AI (2025).
