Regulation Status

• Pennsylvania has not enacted a comprehensive AI statute; its AI-specific action to date extends existing criminal law to synthetic sexual content. Senate Bill 1213 (Act 125 of 2024), effective 28 December 2024, is the state's principal AI-related enactment, updating the criminal code to address artificially generated child sexual abuse material and AI-generated intimate images.
• SB 1213 expands the existing child pornography statutes to cover artificially generated child sexual abuse material and, in doing so, replaces the term child pornography with child sexual abuse material throughout the relevant provisions. The same law extends the prohibition on distributing intimate images to include the distribution of AI-generated intimate images. In both cases the state's existing criminal penalties apply.
• As of 2026 Pennsylvania's posture is narrow and criminal-law-focused; the General Assembly has considered but not enacted a broad AI governance framework, and the state has no omnibus developer or deployer regime comparable to those in Colorado, California, or Texas.
