Regulation Status

• Ohio has no comprehensive AI statute, and its principal enacted AI requirement to date is in education: the FY 2026–27 operating budget (House Bill 96) directed the Ohio Department of Education and Workforce to publish a model policy on the use of AI in schools by 31 December 2025 and requires every school district to adopt its own AI-use policy by 1 July 2026.
• Other AI-specific bills are pending in the 136th General Assembly rather than enacted, including proposals to deny legal personhood to AI systems (HB 469), to criminalize AI-generated and simulated child sexual abuse material and replica identity fraud (SB 163), to strengthen individuals' rights over their own likeness (HB 185), and to penalize developers whose models generate content encouraging self-harm or violence (HB 524). A separate measure, the Ohio Right to Compute Act (HB 392), would limit further state regulation of AI while requiring risk-management policies to shield minors from harmful content.
