Regulation Status
- Iowa has pursued AI regulation through targeted amendments to existing criminal statutes and sector-specific bills rather than a comprehensive AI act. The state amended its sexual-exploitation and harassment laws (Iowa Code chapters 728 and 708) to reach AI-generated child sexual abuse material and non-consensual synthetic intimate imagery, applying existing criminal penalties to depictions created, adapted, or modified to appear to show an identifiable minor or adult.
- Iowa enacted SF 2417, an act establishing requirements and guidelines for conversational AI services, requiring operators of public-facing conversational AI to disclose that users are interacting with AI, adopt suicide and self-harm response protocols, refrain from suggesting that the service provides professional psychology or behavioral-health services, and implement heightened safeguards for minors, backed by civil penalties of up to $1,000 per violation and a $500,000 cap per operator.
- Iowa also passed HF 2635, addressing insurance trade practices, which permits utilization review organizations to use AI for an initial prior-authorization review but bars AI as the sole basis for denying, delaying, or downgrading a request.
- Iowa has not enacted a broad algorithmic-discrimination or frontier-model safety statute; its posture centers on synthetic-media harms, consumer-facing chatbot safety, and guardrails on AI-driven insurance decisions.
