Regulation Status

• Turkey has no comprehensive, binding AI-specific law in force; two draft frameworks are before the Grand National Assembly — the Artificial Intelligence Law (2/2234), setting principles of security, transparency, fairness, accountability and privacy with developer obligations, and Bill no. 2/3358, which would amend Law No. 5651 and Penal Code No. 5237 to address AI liability and mandate removal of AI-generated content.
• Turkey is building AI governance institutions and policy — a renamed Directorate General of National Technology and Artificial Intelligence (2025), a school-use ethics framework (2026), and a $10 billion AI Action Plan (2026) — underpinned by the National AI Strategy 2021-2025 establishing AI values and principles.
• The Personal Data Protection Authority (KVKK) has been highly active, issuing an AI chatbot information note (2024), a generative AI and personal data guide (2025), guidance for parents of children using AI tools (2026), workplace generative-AI guidance and an agentic-AI report (2026), and opening ex officio investigations into Google Assistant and X/xAI's Grok (2026).
• Competition enforcement is intensifying: the Competition Authority launched a strategic AI sector inquiry (April 2026) and opened investigations into Meta's AI on WhatsApp and the Microsoft-OpenAI partnership (2026); separately, an Ankara court ordered the blocking of Grok content (2025).
