Regulation Status

• Thailand does not yet have a comprehensive AI law in force, but is actively developing a national AI regulatory framework and draft legislation, with a risk-based approach and tiered obligations for high-risk AI systems. A national AI committee is being established to coordinate policy, and the government aims to finalise and enact comprehensive AI legislation by 2027.
• Thailand has issued non-binding AI ethics guidelines and sector-specific governance frameworks, including for generative AI and financial services. Multiple government agencies, including the Electronic Transactions Development Agency (ETDA) and the Ministry of Digital Economy and Society (DES), are leading the development of AI governance guidelines, sectoral codes, and ethical principles, with public consultations ongoing.
