Regulation Status

• On the basis of the available record, Tajikistan has no comprehensive, binding AI-specific law in force captured in the digest; it relies on its national strategy and a newly established interdepartmental commission rather than an enacted AI statute.
• Tajikistan adopted a national Strategy for the Development of Artificial Intelligence in 2022, targeting 5% of GDP from AI by 2040, and prioritising the formation of a legislative framework for AI, priority application areas, personnel training and legal and ethical guidelines.
• Tajikistan has been active internationally, with reported work to patent the locally developed 'zGAN' algorithm (2024, used for credit scoring) and a proposed AI resolution introduced at the United Nations (2025) seeking international regulatory mechanisms that consider the interests of developing countries.
• In August 2025 Tajikistan's Agency for Innovation and Digital Technologies established an Interdepartmental Commission for the Regulation of Artificial Intelligence to coordinate national AI policy and implement the Strategy through to 2040, and Tajikistan aims to create a regional AI center for Central Asian countries in Dushanbe.
