Regulation Status

Taiwan has enacted its first dedicated AI law: the Legislative Yuan passed the Artificial Intelligence Basic Act in December 2025 and it took effect on 14 January 2026, establishing a principle-based governance framework, defining AI systems, designating the National Science and Technology Council (NSTC) as central authority and directing the Ministry of Digital Affairs (MODA) on risk classification.
Taiwan pursues international AI engagement and semiconductor diplomacy, signing AI-related MOUs with Paraguay (2026), endorsing the 2025 APEC Digital and AI Ministerial Statement, and navigating US export controls and reshoring deals affecting TSMC.
Sector regulators are active: fintech and unmanned-vehicle regulatory sandboxes operate under 2018 acts, the Financial Supervisory Commission issued AI guidelines for the financial industry (2024), and the Fair Trade Commission consulted on generative AI and competition policy (2025).
On security grounds, authorities banned government and critical-infrastructure use of China's DeepSeek (2025) and warned against several Chinese large language models (2025), while the Ministry of Digital Affairs oversees implementation.
