Regulation Status

• Switzerland does not have a comprehensive, AI-specific regulation in force yet, but is actively developing its approach through sectoral laws, data protection rules, and alignment with international frameworks. The Federal Council has tasked multiple agencies with preparing draft legislation to implement the Council of Europe AI Convention, focusing on transparency, data protection, non-discrimination, and oversight, with a consultation draft expected by end of 2026.
• Switzerland maintains a principle of regulatory neutrality, preferring no regulation over bad regulation, but is considering options including sectoral regulation, ratification of the Council of Europe AI Convention, and possible alignment with the EU AI Act.
• Swiss authorities have issued AI ethics guidelines for the public sector and participate in international initiatives such as the Paris Charter on AI in the Public Interest. Ongoing work includes strengthening federal AI governance, oversight, and coordination, with a possible federal AI office under consideration.
