Regulation Status

  • Singapore does not have comprehensive AI-specific legislation. Instead, it relies on a combination of voluntary frameworks, sectoral guidelines, targeted binding laws, and international cooperation to govern AI. Sectoral rules (e.g., data privacy, financial services, cybersecurity, criminal law and online safety) may apply to AI use cases.
  • Key instruments include the Model AI Governance Framework, AI Verify testing toolkit, and sectoral guidelines from regulators such as the PDPC and MAS. The government has signaled a preference for practical, risk-based, and collaborative approaches over prescriptive regulation, with ongoing updates to frameworks and guidelines to address emerging risks such as generative and agentic AI.
  • Amendments under the Criminal Law (Miscellaneous Amendments) Act 2025 have come into effect, making it a specific criminal offence to create fully synthetic AI-generated intimate images depicting a person without consent. The offence is punishable by up to two years’ imprisonment, a fine, or both; a custodial sentence is mandatory where the depicted individual is under 14.
