  • Rwanda has been active in international AI cooperation aimed at smaller and developing states, partnering with Singapore to develop an AI Governance Playbook for Small States, released by Singapore's IMDA in collaboration with Rwanda's Ministry of ICT and Innovation (September 2024).
  • Rwanda also joined the UAE and Malaysia in an AI alliance to empower the Global South (August 2025), expanding the Centre for the Fourth Industrial Revolution AI Fellowship Programme originally established by the UAE and Rwanda in 2024.
