Regulation Status

• Russia is advancing Bill No. 1271570-8 on Supporting the Development of Artificial Intelligence Technologies, approved by the Government Commission on Legislative Activity in June 2026, to prioritize domestic AI solutions and stimulate demand for large fundamental models above 1 billion parameters. The bill defines “national” and “sovereign” AI models and drops earlier proposals for a ban on foreign neural networks and a rigid Russian-only training requirement, while requiring qualifying models to be developed by Russian legal entities, process user responses and host data in Russia, and comply with domestic law; sovereign models must be technically replicable within Russia.
• Recent reforms focus on expanding regulatory sandboxes, clarifying liability for AI-related harms, and regulating recommendation technologies, alongside broader promotion of domestic AI development in sensitive sectors including defense, healthcare, public administration, and critical infrastructure.
• International cooperation is prioritized, particularly with BRICS, China, and regional partners, aiming for technological sovereignty and harmonized standards.
