Regulation Status

Qatar has no comprehensive, binding AI-specific law in force; a regulatory framework is under consideration while activity centres on infrastructure and international partnerships.
Qatar's Ministry of Communications and Information Technology has stated it is considering developing an AI regulatory framework to address ethical and legal challenges (May 2024), in line with the Arab League's February 2025 call for an AI regulatory framework aligned with Arab values.
It has also engaged internationally on AI research, launching a joint UK-Qatar AI research commission (December 2024) led by Queen Mary University of London with Hamad bin Khalifa University.
Qatar is pursuing AI infrastructure and supply-chain initiatives, joining the US-led Pax Silica Declaration (January 2026) on technology supply-chain security, forming a $20 billion AI-infrastructure joint venture between Brookfield and QIA subsidiary Qai (December 2025), and securing a counter-drone defence deal within a broader US economic agreement (May 2025).
