Regulation Status
- Portugal has no comprehensive standalone national AI law; it applies the EU AI Act alongside a national AI strategy and sectoral regulator activity.
- As an EU member state, Portugal applies the EU AI Act; domestic activity centres on its National Strategy for Artificial Intelligence (2019), aligned with the EU Action Plan and addressing privacy, misuse of advanced AI techniques and liability.
- The Portuguese Competition Authority (AdC) warned in February 2026 of competition risks in the AI value chain from high concentration in chip design and manufacturing, citing supply constraints, vertical integration and ecosystems such as NVIDIA's CUDA, while the data protection authority CNPD signed an MoU with Morocco's CNDP (February 2026) on personal data protection covering AI.
