Regulation Status

• As a cooperation body it sets non-binding standards rather than binding law; its January 2026 Due Diligence Guidance for Responsible AI offers a six-step framework to implement the AI Principles and OECD Guidelines for Multinational Enterprises.
• The OECD is an intergovernmental standard-setting and cooperation body, not a national regulator; its foundational instrument is the OECD AI Principles (adopted 2019, updated May 2024) promoting innovative and trustworthy AI that respects human rights and democratic values, with the 2024 update adding privacy, intellectual property, safety and information integrity.
• It operates the Hiroshima AI Process International Code of Conduct for advanced-AI developers, opening consultation in July 2024 and launching a reporting framework to monitor application in February 2025, and ran consultations on risk thresholds for advanced AI systems.
• The OECD partners widely, including the OECD Catalogue of Tools and Metrics for Trustworthy AI (enhanced with the AI Standards Hub), an MoU with Saudi Arabia's SDAIA on AI incident monitoring, a UNESCO/OECD/G7 public-sector toolkit, and MoUs with the UN on AI governance (2024 and April 2025).
