Regulation Status
- Norway has no comprehensive AI-specific law in force yet; a draft Act implementing the EU AI Act is in consultation, supported by ethics frameworks and a regulatory sandbox.
- As an EEA country, Norway is implementing the EU AI Act into national law: its Ministry of Digitalisation launched a consultation on a draft AI Act in June 2025 (closed September 2025), with the data protection authority and others submitting consultation statements; the 2024-2030 National Digital Strategy commits to establishing a national supervisory authority.
- Norway's AI policy rests on its 2020 National AI Strategy, which sets out seven AI ethical principles, and the Data Protection Authority's regulatory sandbox for responsible AI and its 2024 strategy on AI.
- Norwegian regulators are active on AI and data protection, including the Datatilsynet's note on Meta's use of user content for AI training, Nordic declarations on children's data and an approved Nordic-Baltic AI Center, plus a 2026 Canada-Norway joint statement on sovereign technology and AI.
