Regulation Status

• Nigeria has no comprehensive, binding AI-specific law in force; it relies on the Nigeria Data Protection Act 2023, which governs personal data (including in AI systems), while a dedicated AI legal framework is being developed.
• Policy work is advanced: the Federal Ministry released a draft National AI Strategy (2024) calling for National AI Principles, an AI Governance Regulatory Body and a policy framework, and a private member's National Artificial Intelligence Bill (2024) was introduced to create a National AI Regulatory Authority (NAIRA); separate policies on AI in the media and on AI and human rights are also under development.
• Sectoral regulators are increasingly active: the Central Bank of Nigeria has mandated automated AI/ML-based anti-money-laundering systems (2026), the NCC's Internet Code of Practice covering AI and emerging technologies entered into force in 2026, the SEC has called for AI surveillance of digital assets, and Nigeria adopted the Paris Charter on AI in the Public Interest (2025).
• Comprehensive AI legislation is expected imminently: the National Assembly is reported to be moving to pass the National Digital Economy and E-Governance Bill, which would set enforceable AI standards and grant oversight of data, algorithmic systems and high-risk applications, positioning Nigeria among the first African states with comprehensive AI law.
