Regulation Status

• Moldova has no comprehensive, binding AI-specific national law in force; its approach rests on a policy white paper and its signature of the Council of Europe AI convention.
• Moldova has set out its AI vision in a White Book on Artificial Intelligence and Data Governance (2024), outlining a national ecosystem and policy framework that emphasises education and skills, a robust governance and regulatory environment for AI and data, and adaptable AI systems.
• Moldova signed the Council of Europe Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law in September 2024.
