Regulation Status

• Mexico has no comprehensive, binding AI-specific law in force; it relies on existing law while multiple AI bills move through the legislature, including a draft Law for the Ethical Regulation of AI (2023), a 2024 federal bill placing the Federal Telecommunications Institute in charge, and a 2026 Senate initiative proposing a National AI Authority, a development fund and graded infractions carrying possible imprisonment.
• The science agency SECIHTI has issued a Declaration of Ethics and Best Practices and ten principles for ethical AI deployment (2026); the Supreme Court ruled in 2025 that works generated solely by AI cannot be granted copyright, and state prosecutors have made arrests over AI-manipulated digital identity.
• Further initiatives target the creative sector, including a planned law on AI in dubbing, animation and voiceovers to curb unauthorised voice cloning, and presidential initiatives reforming the Federal Labor Law and Federal Copyright Law to protect artists' rights against AI misuse.
