Regulation Status

As an EU member state Luxembourg applies the EU AI Act rather than a separate national AI statute, with implementing legislation designating the CNPD as competent authority.
Luxembourg released a national AI Strategy in May 2025 (alongside Data and Quantum strategies) calling for clear regulatory guardrails via fast, practical implementation of the EU AI Act and implementation of the Council of Europe Convention on AI, Human Rights, Democracy and the Rule of Law.
Luxembourg engages internationally and on sector policy, joining a September 2025 joint statement of 20 data protection authorities on trustworthy data governance for AI, while its top financial regulator argued in 2024 against AI-specific rules for finance.
In December 2024 the government approved a draft law to implement provisions of the EU AI Act, designating the National Commission for Data Protection (CNPD) as the national competent authority; the CNPD also issued a February 2025 warning on data-protection risks of the Chinese AI service DeepSeek.
