Regulation Status

• Laos has no comprehensive, binding AI-specific law; its national AI strategy remains in draft and activity centres on international cooperation and capacity-building.
• Laos is developing its AI policy through international partnerships, signing a 2023 MoU between its Research Institute for Smart Technology and a Chinese college to explore AI and Big Data, and agreeing in 2025 with China's Guangxi region to build a China-Laos AI Innovation Cooperation Center described as the first such platform between China and ASEAN.
• The Ministry of Technology and Communications is drafting a national AI strategy and leading efforts to integrate AI into government operations and private-sector industries, focusing on labour, education and the media.
