Regulation Status

• Kazakhstan has enacted a dedicated Law on Artificial Intelligence: the bill 'On Artificial Intelligence' was introduced in March 2025, passed by Parliament in October 2025, signed by President Tokayev in November 2025, and took effect on 18 January 2026.
• Kazakhstan is active internationally, elevating AI cooperation with India to a strategic level, discussing cooperation with Singapore, Russia and Jordan, and convening AI as a focus of the Organization of Turkic States summit; its binding AI law is now in force.
• Institution-building is under way: the President announced plans (September 2025) for a dedicated Ministry for AI Development evolving from the Ministry of Digital Development, the government declared 2026 the Year of Digitalization and AI, and it plans to use AI tools to assist lawmaking while ruling out AI deputy ministers for official decision-making.
• The law establishes a framework for the safe, transparent and ethical use of AI: it requires citizens to be informed when AI influences decisions, lets them request explanations and reviews of automated outcomes and opt out of AI interactions, mandates liability insurance for AI-caused harm, and prohibits behavioural manipulation, unauthorized emotion recognition and social scoring.
