Regulation Status

• Iran has no comprehensive, binding AI-specific law in the digest; activity centres on national strategy, surveillance-related legislation and international cooperation.
• Iran completed a national AI strategy in late 2021 aiming to place the country among the top ten in AI by 2032, and its President has expressed support for advancing AI technologies and the digital economy.
• Internationally, Iran joined the 2025 BRICS+ declaration committing to transparency, ethical standards and data protection in AI governance, and signed a December 2025 memorandum of understanding with Russia on cooperation covering AI, cybersecurity and related fields.
• Iran's proposed Hijab and Chastity Bill (2024) would empower police to use intelligent systems such as facial recognition and surveillance technology to enforce mandatory hijab laws.
