Regulation Status

• The regulatory approach is multi-layered, combining horizontal frameworks (such as data protection and electronic information laws) with sector-specific rules (notably in finance and health). On 6 October 2026, Parliament enacted the One Data Indonesia Law, which establishes national data governance and standards, including provisions on data security, interoperability, and the use of digital technology, blockchain, and AI.
• Once the AI governance framework is enacted, ministries and agencies are expected to issue sector-specific AI regulations. Institutional frameworks are also being established, including a National AI Center of Excellence and proposals for a national AI agency to coordinate policy and capacity building.
• AI-specific regulation has advanced: the Ministry of Communication and Digital Affairs submitted a Draft Presidential Regulation on AI governance to the State Secretariat in June 2026, where it awaits presidential approval. By July, drafting of the Presidential Regulation on the National AI Roadmap and AI Ethics had also been reported as complete and awaiting presidential approval.
