Regulation Status

  • The regulatory approach is multi-layered, combining horizontal frameworks (such as data protection and electronic information laws) with sector-specific rules (notably in finance and health).
  • Once the AI governance framework is enacted, ministries and agencies are expected to issue sector-specific AI regulations. Institutional frameworks are also being established, including a National AI Center of Excellence and proposals for a national AI agency to coordinate policy and capacity building.
  • AI-specific regulation has advanced: the Ministry of Communication and Digital Affairs submitted a Draft Presidential Regulation on AI governance to the State Secretariat in June 2026, where it awaits presidential approval; a parallel Draft Presidential Regulation on AI Ethics and the national AI roadmap remain under development.
