Regulation Status

• Finland has no comprehensive standalone national AI law; its binding framework is the EU AI Act as implemented through national laws effective January 2026, applied alongside the GDPR.
• As an EU member state, Finland applies the EU AI Act; national laws implementing the AI Act into Finnish law entered into force on 1 January 2026, with oversight set up in a decentralised way involving 15 regulators.
• Finland engages actively in Nordic-Baltic and international cooperation, including a 2024 Nordic data protection authorities' declaration on children's data and AI, the 2025 Paris Charter on AI in the Public Interest, and funding approved in June 2025 for a Nordic-Baltic AI Center.
• The Finnish Office of the Data Protection Ombudsman is among the authorities responsible for market surveillance of high-risk AI systems, and in May 2025 issued guidance on how organisations must ensure personal data used in AI systems complies with the GDPR and the EU AI Act.
