Regulation Status

As an EU member state Estonia applies the EU AI Act; the available record shows no separate comprehensive national AI law, with activity focused on the sandbox and data-use positions.
Estonia's Ministry of Justice and Digital Affairs launched an AI technical and regulatory sandbox in February 2026 to support lawful, transparent and trustworthy development and testing of AI, including assessment of high-risk systems, aligning with the EU AI Act.
On AI and data, Estonian ministers ruled out handing over Estonian-language content, including public broadcaster material, to AI companies for free (February 2025).
