Regulation Status

• Egypt has no comprehensive, binding AI-specific law in force; it relies on national strategies, ethics charters and guidelines while preparing further legislation.
• Egypt's AI governance rests on strategy and ethics instruments rather than binding law, including the National AI Strategy (2021), the Egyptian Charter for Responsible AI (2023), and the National Guidelines for Trustworthy and Responsible AI (2026) issued by the National Council for AI, Quantum Computing and Emerging Technologies (NCAI) via the Egyptian Center for Responsible AI (ECRAI).
• Egypt is engaged internationally, joining the BRICS+ declaration on AI governance (2025) and issuing an EU-Egypt joint statement covering AI cooperation (2025).
• Authorities have signalled movement toward a comprehensive framework: Egypt reported preparing laws to regulate AI and data exchange/classification (2024), and the foreign minister cited the creation of the National Council for AI and a phased national strategy as steps toward an AI governance framework (2025).
