Regulation Status

• Costa Rica has no comprehensive, binding AI-specific law in force; a draft Law Regulating Artificial Intelligence (2023), aligned with the 1949 Constitution and international treaties and focused on human dignity, rights and welfare, was tabled but not enacted.
• The science, innovation, technology and telecoms ministry launched the 2024-2027 National AI Strategy to promote responsible AI use, social inclusion and sustainable development, contemplating a future regulatory framework of technical and ethical guidelines and a national centre of excellence.
• Costa Rica is engaged internationally, signing the 2024 Cartagena Declaration on AI governance alongside 16 other Latin American countries, which adheres to UNESCO's ethics recommendations.
