Regulation Status

• BRICS nations are reported to be collaborating on unified approaches to AI regulation, with a related AI summit in India scheduled for February 2026; as a cooperation body BRICS sets shared principles rather than enacting binding AI law.
• BRICS is an intergovernmental cooperation bloc, not a national regulator; its members (Brazil, Russia, India, China, South Africa, plus new 2025 members including Indonesia, Saudi Arabia, Egypt, Ethiopia, Iran and the UAE) addressed AI through a foreign-ministers' declaration in April 2025 committing to transparency, ethical standards, data protection and equitable development.
• Following the 17th BRICS Summit in Rio in July 2025, leaders signed a joint statement calling for global AI governance that mitigates risks, builds trust and meets the needs of all countries including the Global South, and at the BRICS High-Level Forum on AI Brazil highlighted its Brazilian AI Program (PBIA).
