Regulation Status

• Bhutan has no comprehensive, binding AI-specific law in the record; its approach rests on civil-service guidelines and capacity-building rather than dedicated legislation.
• Bhutan's GovTech agency has promoted responsible AI use, presenting generative-AI guidelines for civil servants in October 2024 and noting that Bhutan lacks regulations specifically addressing data protection, relying instead on existing data management guidelines.
• Bhutan partnered with Canada in January 2026 under the 'Bridging Borders through AI' initiative to strengthen its AI policy and governance, including a Thimphu workshop educating policymakers on AI in public service, ethics and cybersecurity.
