- Azerbaijan has no comprehensive, binding AI-specific law yet, though a content-focused bill carrying criminal penalties is progressing through the legislature.
- Azerbaijan has adopted state AI standards (AZS ISO/IEC TR 24028:2024 and 24372:2024) and pursued international cooperation, signing an AI protocol with Türkiye (2025) and discussing collaboration with the UK (2025).
- Azerbaijan is advancing a bill to prohibit the illegal creation and distribution of AI-generated material, which passed its first reading in March 2026 and introduces significant fines and criminal penalties for deceptive AI-generated photos, video and audio, via amendments to the Criminal Code, Criminal Procedure Code and information and media laws.
